India is set to conduct a nationwide civil defence mock drill on May 7, 2025, the first since the 1971 war, amid escalating tensions with Pakistan following the Pahalgam terror attack. Ordered by the Ministry of Home Affairs, the drill aims to enhance civilian readiness for potential hostilities.

    MHA Directives and Objectives
New Delhi: The Ministry of Home Affairs (MHA) has ordered a civil defence mock drill across 244 designated districts on May 7, 2025, to prepare for potential hostile attacks. This follows the April 22 Pahalgam terror attack that killed 26 people, heightening India-Pakistan tensions. The drill will test air raid sirens, communication systems, and control rooms, while training civilians in evacuation and blackout protocols to ensure readiness.

    Preparations and Regional Activities
States and Union Territories began preparations on May 6, with activities like air raid siren tests in Lucknow and SDRF exercises at Dal Lake in Srinagar. In Uttar Pradesh, 19 districts were identified for the drill, as confirmed by DGP Prashant Kumar. Posts on X also noted heightened security in Delhi’s Connaught Place and student training in Jammu schools, reflecting widespread engagement in the exercise.

    Historical Context and Significance
This is the first nationwide mock drill since 1971, a year marked by the India-Pakistan war that led to Bangladesh’s creation. The MHA’s move, amid recent ceasefire violations by Pakistan along the Line of Control and India’s punitive measures like suspending the Indus Waters Treaty, signals heightened alertness. Union Home Secretary Govind Mohan held a video conference with state officials on May 6 to finalize arrangements.

    Public Involvement and Expectations
The drill will involve civilians, students, home guards, and NCC cadets, focusing on practical training like blackouts and emergency evacuations. In Ferozepur, Punjab, a 30-minute blackout drill was conducted on May 5 as a precursor. Authorities may restrict access to certain areas and issue public announcements, aiming to minimize confusion and enhance safety in real emergencies.

    Tensions Driving the Exercise
The Pahalgam attack, linked to Pakistan-based Lashkar-e-Taiba, has fueled India’s resolve for a strong response, with PM Narendra Modi vowing action against the perpetrators. Pakistan’s recent missile tests and unprovoked firing along the LoC have further escalated tensions. The mock drill reflects India’s strategic shift to bolster civil defence amid fears of a potential military conflict.
