On 29 September 2016, Indian commandos crossed the LoC into Pakistan-occupied territory and destroyed terrorist launch pads within a kilometre of the LoC. The Indian government called the attack a ‘surgical strike’ against terror launch pads in Pakistani territory. Now again, New Delhi Post reveals in its story, Pakistan has established ten new terrorist launch pads across the LoC. This time as well, the Pakistan regime seems to have been unaware of the fact that the Indian Intelligence agencies have the knowledge on the presence of the launching pads giving an idea of a pro-active reply to Pakistan by India sooner than later.
The first name in this series is the Jungle Mangal terrorist training camp running in the Outer Shesha area of POK. Here terrorists of several terrorist organizations operating from the soil of Pakistan are trained. And this is taking place under the supervision of Pakistan’s intelligence agency ISI. The Pakistani Intelligence Agency has complete control over this game of terrorism.

The second terrorist training centre is the Sankhyari Training Center in the Sankhyari area of PoK. Here too, terrorists from several terrorist organizations are trained. As same as the first camp, this too is controlled by the ISI. A similar camp is the Khalid Bin Walid Terrorist Camp. This camp is running in the Basian area of PoK. Interestingly, only Jaish-e-Mohammed terrorists are given training here. Probably because this might be a specialised training unit.
Apart from this, Hasari and Abu Hureira training camps are running in Garhi Habibullah of PoK. Here as well, only Hizbul Mujahideen terrorists are trained in Hasari and Jaish-e-Mohammed terrorists are trained in Abu Hureira.
In fact, the number of training centres and launch pads in Pakistan-occupied Kashmir has increased manifold in the last few years. According to the sources, there are currently about 40-50 active terrorist launch pads in PoK.
It is believed that if India carries out a second surgical strike, many areas of Pakistan could be destroyed. While answering a question asked in the Rajya Sabha in March 2021, then Minister of State for Home G Krishna Reddy had said that a total of 28 terrorist launch pads are operating from Pakistan in PoK.
“There are more than a dozen terrorist launching pads and a large number of Pakistani youths are being trained here and sent to spread terror in Jammu and Kashmir on the Indian side.”
But according to the information and documents available with the New Delhi Post, the number of active terrorist launch pads in PoK and Pakistan till December 2024 is 38. The terrorist launching pads that Pakistan has set up in occupied PoK is to spread terror within the Indian territory and intimidate the Hindus and Dogra population of Jammu in particular.
It is also worthwhile to mention here that many Pakistanis have lost their lives to periodic bomb blasts in its own soil. These days, under a changed strategy, Pakistan is carrying out terrorist attacks especially in the Hindu-dominated Jammu region. In the beginning of this year’s attack in Jammu, a bus carrying pilgrims was attacked in the Reasi area in June.
9 pilgrims lost their lives in this attack. Let us tell you that so far this year, 44 people have been killed in terrorist attacks in Jammu’s Reasi, Doda, Kathua, Kishtwar, Udhampur, Poonch and Rajouri, including 18 security personnel. In such a situation, the big question is that what is the motive behind this new strategy of carrying out terrorist attacks in different areas of Jammu apart from the Kashmir Valley?
Defence expert retired Colonel Shailendra Singh while talking to New Delhi Post, says that all this is a part of Pakistan’s well-planned strategy.
“This is not the first time that Pakistan is setting up terrorist launching pads in the Jammu region. It has been doing this before as well. Earlier, their intentions is to infiltrate in the Jammu and Kashmir region successfully but now the intention has changed to spreading terror and panic among the Hindu and Dogra population of Jammu. They want to be in the news by terrorizing people,” Retd Colonel Shailendra Singh says.
The terrorist launching pads that are being set up in many areas of Jammu are mostly used for training terrorists belonging to Lashkar and Jaish. And all these games are being played under the supervision of Pakistan’s SSG.
“That in view of the increasing number of terrorist incidents in different areas of Jammu, the central government has decided to make Jammu an NSG hub.”
Retd. Col Shailendra Singh further adds: “They train the terrorists and then take them to the launch pad so that they can carry out the infiltration as soon as the time comes. In the past, Pakistan has been successful in spreading terror in the areas of Jammu and this has increased their enthusiasm.”
Pakistan also feels that India has information about all the old launching pads; hence, terror can be spread in India through launching pads in new areas.
This is the reason why Pakistan is setting up training camps in new areas. Another thing is that in every eight to ten months, there is a fear of leaked information about the launching pads. Hence the old launching pads gets out of use. This is the reason why the launching pads which were earlier located somewhere else are now being built in the Jammu area.
Obviously, India too alert and cautious due to nefarious activities of Pakistan. In view of the increasing number of terrorist incidents in different areas of Jammu, the central government has decided to make Jammu a NSG hub.
In 2024, there has been a decrease in terrorist incidents in the border districts of Poonch and Rajouri of Pir Panjal Range as compared to the previous years, but the series of terrorist attacks that started from April-May in Reasi, Doda, Kathua, Kishtwar, Udhampur and Jammu has put the security agencies on high alert.
Retired Colonel Shailendra Singh says: “The Indian government has got information about Pakistani terrorist launching pads. This is the reason why the central government has now established an NSG camp in the Jammu area. Terrorist organizations can also be terrorized by the establishment of the NSG hub. Apart from this, India is also promoting the NSG hub here for some other reasons.”

Firstly, an attempt is being made to give the message to the localities’ that the NSG can foil any attack by terrorists. Obviously, all this can be enough to increase the confidence of the local people.
People will feel that they are safe and the government is also alert towards security, along with this the way terrorist incidents have increased in the Jammu region can also be curbed.
Along with this, the third major reason could be that now if Pakistan launches any big attack or terrorist activities from the Jammu region, then it will also fear that the NSG can take action at any time and can destroy its camps. Its entry and exit routes can be blocked. Therefore, the presence of NSG in Jammu can be very effective. Now terrorists have to give a second thought before any misadventure.
In these terror factories, terrorists are trained to use dangerous weapons, operate communication technology and carry out suicide attacks on security forces. Training modules named Daura-e-Aam and Daura-e-Khas are a few programs being run.
“They are given general as well as special training. After training in these training camps, they are taken to different launch pads according to the target area, from where they are launched for infiltration in different areas of Jammu or Kashmir valley. Pakistan-occupied Kashmir has a deep and dangerous history of terrorist activities. This region has not only become a centre of political dispute but also a training and launching pad for terrorism’’, says Retd. Col Shailendra Singh.
Pakistan Army and its intelligence agency ISI provide time to time support and training to terrorist groups to carry out its nefarious acts. According to the evidence that is emerging, terrorists from terrorist organisations like Lashkar, Jaish, Al-Badr, Hizbul Mujahideen are first given training and then sent to Jammu and Kashmir to carry out the attacks.
It is clear that the Pakistani Army and ISI play the role of patrons and guides for these terrorist groups. With their help, terrorist organizations infiltrate into various parts of India from the launch pads located in PoK.

Although Pakistan has been carrying out terrorist activities against India for a long time and has been defeated every time, but who can compensate for the lives lost in terrorist attacks? Although the Indian Army is constantly monitoring these launch pads and has also carried out surgical strikes on them several times, no concrete steps have been taken by Pakistan to stop the activities along the LoC.
The incidents of infiltration on the Indian border are continuously increasing, and now the activity of these launch pads remains a serious threat to the security of India. The aim of the Indian government and security forces is to eliminate these terrorist launch pads and strengthen security along the border.
Along with this, the international community is also expected to take strict action against Pakistan, so that pressure can be put on the Pakistani government. But the threat of terrorism is serious not only for India but for the entire region and the world. To end this, the whole world will have to work together.
India is not alone in its fight for security and against terrorism. These nefarious steps against India have been responded strictly and, in the future, too, a befitting reply will be given to those who try to wage a war against India through terrorism from any part of the world.
