In the backdrop of ‘Operation End Game’, conducted on 17 September, the Annual Confidential Report (ACR) of the former DGP of Chandigarh Police, Surinder Singh Yadav, has surfaced once again. The report, which was put on the back burner, has been brought back by the Chandigarh Police, aiming at corruption-free policing. The Union Government has also asked for the ACR.
In the ACR report, accessed by New Delhi Post, it was revealed that out of 65 inspectors, 45 are facing inquiries related to the CBI, Enforcement Directorate (ED), intelligence reports, departmental probes, vigilance investigations, and corruption cases. Many of them, allegedly corrupt officers, were later termed “outstanding”. The question is: how can officers be termed “outstanding” when serious investigations into corruption are ongoing against them?
Marking Considered Correct
What was in the ACR? The report was explosive, to say the least. Former DGP Yadav’s investigation, which identified 45 inspectors on corruption charges in the ACR, has been upheld later as “correct” by several officers and staff within Chandigarh Police. While departmental review is still ongoing, the recent action is being seen as a step towards transparency and a corruption-free system.
ACR Reports Reveal Shocking Cases
According to sources, the ACR investigation found that all 45 inspectors face some form of serious corruption or criminal charge.
Examples include:
• One inspector accused of links with liquor mafia.
• Some involved in extra neutral alcohol (ENA) smuggling and violations by Empire Alcobrew.
• A case of two trucks with the same registration number unloading ENA on the same day, which is under CBI and departmental investigation.
• Another inspector accused of connections with drug mafia in Chandigarh, Punjab, and Mumbai, as well as with synthetic drug factory owners.
Inspector and Wife Facing Cases
• An inspector accused of extorting ₹7 lakh, leading to departmental demotion after a CBI probe.
• His wife, also a police inspector in Chandigarh, faces a CBI case for disproportionate assets.
• The same inspector is also accused in a kidnapping case.
• Another inspector faces allegations of being involved in a posting scam for money and has two criminal cases against him.
So, how can such officers be rated “Outstanding”?
DSP Facing Fake Certificate Charges
• A DSP accused of obtaining an out-of-turn promotion through a fake sports certificate, which was later proven false by foreign authorities. The Chandigarh Administration has even filed an SLP in the Supreme Court regarding this.
• Another DSP faces cases related to links with mafia and fraud.
• One inspector accused of links with the drug and visa mafia.
• Another DSP and an inspector accused of land disputes and misuse of authority.
Cases of Visa, Drug Mafia and ATM Loot
The ACR reports mention inspectors and constables involved in cases linked to visa scams, the drug mafia, and ATM loots.
• One inspector accused of holding illegal weapons to protect ATM loot suspects and prevent his own arrest in a ₹5.26 crore ATM heist.
• Orders have already been issued for the arrest of inspectors, constables, and other accused.
• One inspector is currently in UP Police custody.
• Another inspector was accused of sexually harassing a woman for over 10 years.
How can such officials be rated “Outstanding”?
Shockingly, despite the tainted conduct and criminal records, the SSP and IG rated them as “outstanding”. This raises the question: with ongoing issues of drug crimes, cybercrime, and poor traffic management in Chandigarh, on what basis were these officers given such high ratings?
More Than 10 Cases with CBI
• Over 10 inspectors/DSPs face registered cases with the CBI.
• Intelligence reports confirm wrongdoing against more than five officials.
• Six to seven officers face multiple cases.
• At least 15 officials have been caught mismanaging investigations.
So, on what basis have the SSP and IGP rated all officers as “outstanding”? And how can the DGP justify marking officers with criminal and corruption records in such a way? The issue has now sparked debate, with many pointing out that former DGP Yadav’s honesty and integrity was sidelined by entrenched vested interests.
